Joint Master’s Degree Program on Nuclear Energy that is opened on 22.04.2020 within the protocol signed by Ankara University Institute of Nuclear Sciences and National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute” (KPI) (Ukraine)

 “NUCLEAR ENERGY JOINT MASTER’S DEGREE PROGRAM”

 Joint Universities: Ankara University Institute of Nuclear Sciences (Turkey) and National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute” (KPI) (Ukraine)

 Aim of the program: To give high level education on Nuclear Energy. Graduate students receive separate diplomas from each university and a joint diploma. The language of the program is English.

Selection and admission of students from Ankara University

a) should have an undergraduate diploma in physics, physics engineering, nuclear engineering, electric and electronic engineering, chemistry, chemical engineering, mechanical engineering, environmental engineering, computer engineering, mechatronics engineering, instrumentation and control engineering. Students of related technical departments can apply for the joint graduate program too.

b) Bachelor diploma or graduation certificates with transcripts of records have to be translated to Turkish or English and notarized.

c) Students who have completed undergraduate programs in foreign countries are required to have a diploma equivalency certificate from the Board of Higher Education.

d) The minimum graduation score for application is 60/100 or its equivalent in the undergraduate graduation transcript.

e) Foreign language documents score of YDS or YÖKDİL should be at least 65. YDS and YÖKDİL validity period is considered as amended by the Higher Education Council.

f) Language score of foreign students is required as “OSYM equivalent foreign language examination, in which the equivalence is determined on the date of exam”. TOEFL IBT exam grade of 78 points, PTE Academic test grade of 67 points required.

g) ALES (numeric) should be at least ≥ 60.

h) The documents received from the internationally recognized and University Council accepted (IUC) Graduate Record Examination (GRE) are considered valid instead of ALES for foreign students. GRE grade should be at least ≥ 151.

i) Two letters of recommendation.

j) 1 photo.

k) Photocopy of identity card or passport.

Students, who meet the minimum admission requirements, have to take proficiency exams in order to enter the MSc Program. Graduates of Nuclear Engineering Department attend only one exam whereas the graduates of other departments have to take two exams. In order to prepare for the proficiency exams, students can apply for “Scientific Preparatory Lectures at KPI”. The exams will be done and evaluated at KPI. The minimum grade for the proficiency exams is 60 from 100.

Applicants who apply for the program at the Institute of Nuclear Sciences in Ankara University should take at least a total of 65 points; considering 50% of the ALES score, 20% of the graduation grade and 30% of the proficiency exam result.

The students are selected by the Institute Steering Committee using the total point list of the applicants. Academic evaluation results will be shared between two parties.

    Applicants can also apply the program from Igor Sikorsky KPI.

 Selection and admission of students from Igor Sikorsky KPI

a) Students shall have a Bachelor’s diploma in physics, physics engineering, nuclear engineering, electric and electronic engineering, chemistry, chemical engineering, mechanical engineering, environmental engineering, computer engineering, mechatronics engineering, instrumentation and control engineering. Transcript should include the curriculum, its volume, progress by the disciplines on the previous level of higher education, credits received by the applicant, duration of study with the obligatory presence of such disciplines:

• Higher Mathematics
• Probability Theory and Mathematical Statistics
• Mathematical Physics
• General Physics
• General Chemistry
• Mechanics
• Fundamentals of Electric Engineering and Electronics

The student can take these courses in “Scientific Preparatory Lectures” (Annex 1) if not available in their transcripts.

The applicants shall have translated into Ukrainian with a notarization of translation document about the previously acquired educational (educational-qualifying) level. It also shall be legalized in the manner prescribed by the state authorities of Ukraine.

b) The minimum graduation score for application is 60 of 100 or its equivalent in the undergraduate graduation transcript.

c) TOEFL IBT exam grade of 78 points, PTE Academic test grade of 67 points required.

d) To receive the “Invitation for study” for further visa D clearance students should send an e-mail to the Centre for International Education of the Igor Sikorsky KPI (cmo-dekanat@kpi.ua; cmo-nabor@kpi.ua) with attached:

– scanned copy of the international passport (page with photo);

– scanned copy of the document about education with marks(grades);

– written consent on processing of personal data.

e) List of documents that the applicants shall submit to the Igor Sikorsky KPI in paper form:

1. Application form;
2. the documents (original and its copy) about the previously acquired educational level (Bachelor’s diploma and General Certificate of Secondary Education). During the first term of study, their nostrification is carried out – recognition in accordance with the Ukrainian norms (Order of the Ministry of Education and Science of Ukraine dated 05.05.2015 No. 504; the recognition procedure see on the site https://naric.in.ua).
3. transcripts (the originals and its copies) to the documents about the previously acquired educational level, which contains information on the content of the curriculum of the secondary education and by the previous level of higher education, credits received, duration of training and the success by disciplines, on the basis of which the introduction takes place;
4. photocopy of identity card or passport;
5. a health insurance policy;
6. 6 photographs in the size of 35 x 45 mm (colored, matte).

Documents referred to in subparagraphs (2), (3), (4) must be translated into Ukrainian with a notarization of translation. The documents referred to in subparagraphs (2), (3) must be certified in the country of their issue in the manner that is officially used in that country for such certification and legalized by the relevant foreign institution of Ukraine.

f) Students enter according to the “Regulations on admission of foreign citizens to the National Technical University of Ukraine ‘Igor Sikorsky Kyiv Polytechnic Institute’”:

1) Admission for the preparation of Master’s degree specialists is based on the obtained Bachelor’s degree, or the educational-qualification level of a Specialist.

2) Admission for the preparation of the Master’s Degree specialists on the basis of the bachelor’s degree obtained in another specialty is allowed in case of successful passing of additional entrance examinations.

3) When applying for a magistracy, foreign citizens who have received a Bachelor’s Degree diploma, undergo entrance examinations in the certification commissions of the faculties/institutes with:

• foreign language;
• the specialty to which they enroll;
• additional introductory test (in case of p. 2).

Entrance tests and consultations before them are determined by the attestation commissions and are conducted in accordance with the schedule approved by established procedure, or at the Center for International Education of the Igor Sikorsky KPI submission.

4) When applying for a magistracy, individuals  who  submit  the  Document on education or/and educational-qualification level that was issued abroad, a mandatory procedure is recognition and establishment  of  the  equivalence  of  the  document  in  accordance with  the  “Order  of educational documents  recognition that obtained in foreign higher educational institutions”, approved by the order of  the  Ministry  of  Education  and Science  of  Ukraine issued on  05.05.2015 and numbered № 504,  registered in the Ministry Justice of Ukraine on 27.06.2015 under № 614/27059. Recognition procedure of the Document for continuing education is provided by the Igor Sikorsky KPI before the second semester of the first year of studying of its owner.

5) Enrollment of foreign citizens to the magistracy is conducted on a competitive basis according to the results of entrance examinations and on the basis of the concluded agreement on the provision of educational services.

6) Acceptance of documents (submission of applications) and conducting of competition events for applicants is carried out in the following terms:

• acceptance of documents (submission of application): from 20.06 till 11.10 of the current year;
• entrance examinations (professional, foreign language and additional): from 24.06 till 15.10 of the current year according to the schedule approved by the chairman of the respective attestation commission or by the application from the Centre for International Education of the Igor Sikorsky KPI;
• possible admission to the magistracy before the beginning of the second semester.

            The number of registered students should be at least 15 (fifteen) for the program to be opened. Otherwise, the program will not be opened for that semester.

Tuition Fee: The student pays the tuition fee only to university at which he is enrolled at that semester. The training fee for the provision of educational services and the procedure for calculations are established by the agreement on the provision of educational services between Igor Sikorsky KPI and the student. The student pays the tuition fee announced by the Ankara University for the enrolled semester. The expected spending to be made by the student during her/his time at the institution abroad excluding tuition fees is also announced beforehand.

The host institution may require the visiting student to present insurance papers covering individual responsibility and medical insurance. Students covers the expenses of travel costs and visa, placement and accommodation expenses, insurance, books, the purchase of auxiliary materials, association memberships, and so on.

Education Periods: The education in Joint Master’s Degree Program with thesis is two years (four semesters). Students, who cannot complete their master’s degree, are given the right to extend their education for two semesters during this period. The maximum education period of a student is three years (six semesters).

The duration of education for “Scientific Preparatory Lectures” (Annex 1 )is not included in the Master’s Degree Program period.

The academic mobility scheme to be considered for students of Ankara University and the Igor Sikorsky KPI will be determined at the beginning of the program. According to it the student studies during the first and fourth semester in the Igor Sikorsky KPI, second and third semesters in Ankara University.

Curriculum: The sum of the credits of the courses taken to be in the joint program cannot be less than 24 national credits and 8 courses in accordance with the Ankara Univerity Graduate Education Regulations. List of compulsory and selective courses, their contents and credits determined by the academic committees of both of the universities are given in Annex 1. In order to graduate, the students have to pass all the compulsory courses. Courses can be added or removed from the program by the decision of the academic committees of the universities.

Grading System: Students are subject to the grading system of their universities. Students of the Ankara University should comply with the ‘Ankara University Graduate Education Regulations’. The evaluation of students of the Igor Sikorsky KPI should be carried out in accordance with the ‘Provision for the organization of the educational process in the National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute”’. At the end of each semester, the universities notify each other about the success of all students.

Grading System at Ankara University:  The achieved points after the evaluation are translated into the letter grade indicated in the table below. The score is evaluated over 4.00. Students must take at least 2.75 out of 4.00 to be considered as successful in the final scores. The grades C1 and above in the master’s program are successful, the grades in C2 and below are considered as unsuccessful.

Grading System at Igor Sikorsky KPI: In the grading process of the courses taken at the Igor Sikorsky Kyiv Polytechnic Institute the grades are adapted to the grades of the Ankara University grading system by using in the following table. The grades given over 100 (one hundred) will be converted to grades over 4.00.

 Academic Failure and Disenrollment: Students having their education at Ankara University and the Igor Sikorsky Kyiv Polytechnic Institute within the scope of Joint Master’s Degree Program and having academic failure are dismissed from both of the universities in accordance with Ankara University’s “Graduate Education and Training Regulation” Articles 14, 16 and 45 and Igor Sikorsky KPI’s “Provision for the organization of the educational process in the National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute” “.

Thesis: Master theses shall be supervised jointly by both institutions. Two supervisors, one being the main supervisor from one institution and other being the co-supervisor from the other institution, are assigned to the students registered to the program. The students, who completed their lectures successfully are allowed to begin their MSc thesis. MSc thesis can be performed in a research laboratory or any nuclear facility.  Master’s thesis is written in English. In the thesis, an English, Ukrainian and / or Turkish summary is included.

Diploma:

Students who successfully completed the program at the Igor Sikorsky KPI receive a diploma of the Igor Sikorsky KPI with a transcription in Ukrainian and English. Students who successfully completed the program at the Ankara University receive a diploma of the Ankara University with a transcription in Turkish and English.

A joint diploma is awarded to the students who fulfill all the graduation requirements of the higher education institutions of both sides by indicating that the program is the joint master’s degree program of the relevant higher education institutions. The language of the diploma is English.
